Metal detecting is a small activity with an outsized job to do. It gives a solo player a reason to stay logged in when the city is quiet, it needs no crew, no premises and no other player, and it puts them somewhere on the map other than the spawn point.
Because it is free, the only cost of trying it is the install. If your players ignore it, remove it. If they do not, you have found something that works during the hours your server usually loses people.
Setting the reward table
The one decision worth making properly. Finds should be small, occasionally interesting and never competitive with a job, or the beach fills up with people farming it. A pawn shop or a junk buyer on the other end makes the loop complete; there is one on the Lusty shelf.
